Development idea

The Central Baltic capital cities of Stockholm, Tallinn, Helsinki and Riga were struggling with many aspects of their environmental strategies. Saving energy is important for all sectors of society, and represents a challenge for most cities. By signing the Covenant of Mayors agreement, the Central Baltic capitals expressed their ambition through a formal commitment to go beyond the objectives of the EU in terms of reducing their CO² emissions by more than 20% by 2020.

Aim of the project

The COMBAT project improved the development of the cities’ sustainable energy action plans and supported the cities in finding adequate indicators in their climate work through increased cooperation with regard to the implementation of the Covenant of the Mayors.

Main project activities

The project analysed and fine-tuned the sustainable energy action plans of the participating cities with input from the general public. By organising local energy days and participating in the Energy Days in Brussels, the cities increased the knowledge of both the general public and decision-makers with regard to energy efficiency. Furthermore, the cities carried out pilot activities and established a network for sharing experiences between capital cities.

Guidelines on the implementation of Sustainable Energy Action Plans

The guidelines provide a description of good practices and some of the challenges encountered by the COMBAT cities when preparing and implementing their Sustainable Energy Action Plans (SEAP).

The COMBAT Guidelines summarise the experiences from Stockholm, Helsinki, Tallinn and Riga and provide insight to municipalities in preparation, implementation and monitoring of SEAPs according to the so-called "Covenant principles". The guidelines aim to support the implementation of SEAPs across Europe and thus contribute to the overall success of the "Covenant of Mayors" as well as to engourage new cities to join the initiative.

Sustainable Energy Action Plans of the four Central Baltic capitals

The Sustainable Energy Action Plans (SEAP) of Helsinki, Riga, Stockholm and Tallinn, which were further developed during the COMBAT project.

In the SEAPs the Covenant cities outline how they will reach their CO2 reduction targets by 2020. They define the activities and measures set up to achieve the targets as well as a schedule and division of responsibilities.
