Development idea
As the internet has become accessible to most citizens, it is reasonable to consider social media as a potential instrument for supporting citizens’ more effective social, political and cultural participation in society. Many obstacles still remain in the way of harnessing new possibilities for the inclusion and participation of marginalised groups. These obstacles include outdated administrative practices and incompatible technologies.
Aim of the project
The project IIeP improved social, political and cultural inclusion of immigrants in Estonia, Finland and Sweden. The project integrated tools, activities and concepts of citizen communities and the governments’ top-down participation practices and technologies.
Main project activities
The outcomes of the project included recommendations for the integration of participatory activities of citizen communities with participation-facilitating approaches of governments. The project also produced a manual to advise immigrant communities and authorities on best practices for applying ICT to promote better social, political and cultural inclusion.

Results
E-participation guidelines for communities and NGOs on supporting diversity
The manual is designed for individuals, communities and NGOs and provides information on different supporting methods and tools related to the e-participation.
The publication presents the conceptual and contextual backgrounds of community building and collaboration in the context of online participation. The manual points out a battery of obstacles in e-participation and provides advice on how to cope with issues that may lie in micro scenarios. Furthermore, it presents a list of e-tools to further help communities to become more active and involved in the society, taking advantage of the numerous free e-tools for collaborative activities and knowledge sharing across Internet.
