Development idea

The Central Baltic region is one of the leading regions in Europe with respect to innovation and technology. However, with the continued economic expansion in Asia, the competition is getting tougher. The long-term sustainability of the knowledge society in the Central Baltic region therefore depends on how well the region can adjust to the emerging world economic order.

Aim of the project

The BASAAR project aimed at improving the capacity of the Central Baltic regions to use cross-border cooperation as a way to adjust to globalisation.

Main project activities

The BASAAR project developed a set of scenarios for the relationship between Asia and the Central Baltic region by 2050. The scenarios were created after evaluating the level of globalization of the Central Baltic region by collecting local, regional and crossborder benchmark data and feedback from stakeholders. This set of scenarios was further developed and used as a basis for developing a set of common actions for the region. BASAAR ended in late 2010 with a conference in which the scenarios and the proposed political agenda were presented.

Results

Report: A scenario for the CB region until 2050

In the report four main scenarios for the CB region until 2050 are outlined regarding connections to and influences of Asia.

The scenarios highlight and assess relevant trends in the global economy, changes in the CB region and the impact these changes may have on the society. The scenarios could be used as a tool for further analyses and debates as well as an input to overall strategic planning on the regional level.

Network on innovation, globalisation and regional development

A network of partners from Finland, Estonia, Latvia and Sweden working in the field of innovation, globalisation and regional development was reinforced, and as a spin-off result a new CB project (EXPAT) with partly the same partnership was developed.
