Development idea

To achieve a functional democracy and prevent segregation, it is essential that inhabitants participate in discussions and development processes related to them. The processes can be linked to several challenges, such as inadequately defined roles of voluntary work in local development processes or weak connections between inhabitants and the municipal authorities.

Aim of the project

The CADDIES project improved living conditions and enhanced inclusion of people living in the 20th century city neighbourhoods of Helsinki, Norrköping and Riga. The project motivated various inhabitant groups to participate and take responsibility for their own house, block or neighbourhood in a sustainable way.

Main project activities

During the course of the project, a wealth of information was acquired about the pilot areas and studies were conducted concerning various involvement methods. Local networks were mobilised to take part in the strategy building and visioning. By developing a model for a local communication platform, the project ensured access to important local information for all inhabitant groups and local actors.

Results

A manual and toolbox for empowering neighbourhoods

A collection of methods to empower citizens was piloted in the CADDIES project.

The main aim of CADDIES was to find out new methods and approaches for empowering citizens i.e. to promote their participation in the development of their neighbourhoods in the cities Norrtälje (SE), Helsinki (FI) and Riga (LV). The experiences and good practices were compiled into a manual and a toolbox. The examples are interesting for other municipalities working with community-based development.
