Development idea
The Central Baltic regions are among the most developed and mature regions globally with regard to the development and usage of information and communication technology, ICT. Promoted correctly, the situation in the Central Baltic area holds great potential for the further development of a strong and vibrant community in digital services and products. However, there are still challenges and bottlenecks that need to be addressed – particularly for small and medium-sized enterprises, or SMEs. One of these is the lack of testbeds with real-end users where new ideas and solutions can be verified prior to commercial introduction.
Aim of the project
The CeBa Testbed project sought to create ideas, develop test, demonstrate and/or integrate ICT services and equipment. Moreover, this was completed within a framework of collaborating testbeds with real end users in realistic environments.
Main project activities
The project activities included strong marketing efforts with the aim of building testbeds with good reputations and large contact networks. Various services, products, concepts or business models are being tested on the testbeds during the project lifetime. Additionally, the project published a public manual explaining how to set up and operate a testbed. Evaluating the development and experiences of the testbeds was a continuous task enabling the project to reach its goals.

Results
A report on how to start a testbed
The report describes how to build and develop a testbed.
It bases on the experiences of the project CeBa Testbeds. Both public organizations and SME's have used the CeBa testbeds to test, demonstrate and evaluate new ideas, products and services. The project has made it possible to create a collaboration between the Central Baltic testbeds along with real end users in realistic environments and thereby created a venue for meeting, testing, showcasing, etc. A CeBa network of testbeds across the Central Baltic region help organisations in general and SMEs in particular to reach a bigger market and also to reach it faster compared to a situation with no testbeds. Testbed involvement during the development phase also assure that services, products and solutions hold higher quality and are better targeted to the intended end users.
CeBa Testbed results in summary:
