Development idea

Southern Finland and Estonia form an intertwined area of employment as a result of their geographic, linguistic and cultural closeness. Many skilled people work or would like to continue their studies in the neighbouring country. However, Finnish and Estonian vocational education and training as well as the examination systems have significant differences, making this transition complicated.

Aim of the project

The HETA-ECVET project had the aim of simplifying vocational qualifications in Finland and Estonia to make them comparable, transparent and mutually recognisable. As a result, the project promoted the free movement of residents and labour force between Finland and Estonia.

Main project activities

HETA-ECVET focused on pilot areas such as vehicle technology, entrepreneurship, hotel and tourism and construction as well as social and health care. By comparing curricula, ways of training and the procedures of professional certification, the project partners have developed material and documentation in cooperation. Vocational education and training providers tested the material and documentation. Educational administrations and boards then analysed the results and disseminated these to other fields and countries.

Guidebook on the comparison of Finnish and Estonian vocational education

The guidebook includes descriptions and an in-depth comparison of the Finnish and Estonian qualifications and curricula in the vocational education.

Also it gives recommendations and ideas for development in vocational education.

Heta-Ecvet Guidebook (ENG)

Vocational training dictionaries

Three small dictionaries on vocational training vocabulary were developed in order to support the mobility of people between Finland and Estonia.

The vocabularies include specific words gathered during the assessment and studies of seven different pilot units in English, Finnish and Estonian.
