Development idea

The Helsinki-Tallinn twin-city region is seen as the engine of integration between Finland and Estonia. The benefits of cooperation across the Gulf of Finland are mutually recognised, but the collaboration in spatial planning and the coordination of the transport systems need improvement. Helsinki-Tallinn connections are generally considered good, but they are influenced by challenging seasonal variations.

Aim of the project

The H-TTransPlan project has developed a vision of the Helsinki-Tallinn twin-city region transport system, which authorities and other stakeholders on both sides of the Gulf can start to implement.

Main project activities

During the project, the project partners were able to create development scenarios, carrying out territorial impact assessments of the regional transport system, and discovering related urban development opportunities. In order to provide decision-makers with up-to-date information, the project also carried out a mobility study, gathering information on the mobility of people and goods in the region.

Report: Helsinki and Tallinn on the move

Final report of the H-TTransplan project concluding the studies on Helsinki-Tallinn transport route done in the project.

This report presents: short summaries of the studies on Helsinki-Tallinn route conducted in the project (e.g. people's mobility, cargo traffic, economic relationships, territorial impact assessment and the possible future scenarios of the relationships between Helsinki and Tallinn). The report also presents the work of three focus groups representing various institutions in the two cities discussing the twin-city development. Finally, potential future actions for development are suggested and discussed, and the future research needs are outlined. Helsinki and Tallinn on the Move.

Book: Twin-city in Making - Integration Scenarios for Tallinn and Helsinki Capital Regions

Publication presenting possible future scenarios of the relationship between Helsinki and Tallinn

Four scenarios have been made by the Futures Studies Institute of Tallinn University studying possible situations which could emerge in the Helsinki-Tallinn region due to the mutual influence of “external” (e.g. changes in the international economic situation) and “internal” (e.g. the administrative capacity for strategic partnership of Helsinki and Tallinn and its focus) factors. The scenarios with relevant supplementary materials are presented in the publication.

Knowledge platform on transport and infrastructure projects on Estonian and Finnish shores of the Gulf of Finland

A platform for planners and decision-makers about transport and infrastructure-projects in progress in Estonia and Finland.

The platform contained systematised information about the Helsinki-Tallinn region's related transport and infrastructure projects, their partners and actions, links to relevant past and present development documents and strategies. The knowledge platform helped in noticing the links between different projects.

As the platform has been closed down much related material can be found on the project website.
