Development idea

A common tradition in the healthcare and welfare institutions is that the middle-level management is being recruited internally from the institutions or from within the sector. The managers recruited through such procedures have medical education and background but lack the needed level of economics-based education or managerial knowledge. This may lead to the risk of inadequate organisation, planning, supervision and motivation of employees. The inefficient use of resources will result in the clients receiving a reduced quantity of medical services for the given resources.

Aim of the project

The HEWENET project increased social security and the well-being of various social groups through a cooperation network and was improving the efficiency of management and client-friendliness in health and social welfare organisations.

Main project activities

The project conducted a survey on the competence of health and welfare managers and evaluated the client service level. Based on this knowledge, the project developed training programmes for managers. To enhance cooperation, the project set up a network for communication and exchange of experiences among managers in the cross-border region of Tallinn and Helsinki.

A report on a competence model aimed at evaluating the knowledge and training needs of social and health care industry leaders in Finland and Estonia.

A training programme for future managers in the welfare sector

The training programme can be used to educate future managers in welfare sector to find creative solutions to provide better life quality for elderly and disabled and better health and welfare services in general.
